which type of user should get the adminship?

#1.users whome are regularly chat in their local chatrooms ... (but not visit other country chatroom and not visit the forums)

#2.users whome do chat regularly in both local and some foreign chatrooms ... (but not regular in forums)

#3.users whome do chat in only some popular chatrooms ... (not regular in forums)

#4.users whome do chat in local chatrooms and also visit and posts in forums ...

#5.users whome do chat in both local and foreign chatrooms and also visit and post in forums ...

#6.users whome have personal forums or have rank in forums and they visit all chatroom not for chat but for advertising of their own forum ... !!!

ps: I didn't mention the "admin/staff relation" fact cause as per staffs said, admin recommendation is not allowed and you don't need to be any above type of user if any staff want to make u admin ... !!!)
